Read the first line of the description: "The Gyroplane Flight Manual is an excerpt from FAA-H-8083-21 Rotorcraft Flying Handbook which has been discontinued." Rotorcraft includes helicopters, and helicopters are what is covered in the first 14 chapters. This book is literally the last 8 chapters of the Rotorcraft Flying Handbook which covers Gyroplanes. That why your book starts at chapter 15.

Only received half the book as it started at chapter 15 so chapters 1 to 14 are misssing what more can one say ?
