Yes, the engine has the motor in it. You can run it out of the box.

Can it ride on dc 15v analog?

I'm not sure. My grangfather used to use a variable voltage transformer, but I don't know what the voltage range was. Check the output specs on the transformer you have.

Does it come with a track? If not where do I get the track?

No track comes with the locomotive. Track can be purchased at Amazon or most hobby stores that sell model trains and accessories. I would suggest Bachman EZ track. It's the best on the market.
