Is there a version that cuts atc/playing sized cards? (2.5inch x 3.5inch)

Is there a minimum amount of paper required to cut or can it cut a few pages?

Depends on the thickness of the paper. The bottom page cane be frayed. If you use a piece of card stock under any size stack when cutting it will work and not fray.

How much material needs to be left on the sides for a clean cut? I am looking to get this to cut wallet size photos.

I would go with something else.

Can this cut through a hard cover book? I'm looking to digitize a few copies. Would you buy it again?

If the book is thin enough to fit under the blade, it probably would cut it. I'd probably use a box knife to remove the front/back covers first and then trim the binding.
