Does it have a pointer to control TV like a mouse?

No and I returned it because it had limited controls

Our usb plugs in on the side. Not the bottom like others so the cursor doesn’t work well. Is there a way to fix this?

I dont think there is a way to fix it, ours is on the back and you just have to make sure to point at the location of where is plugged itln and it works ok...
