I want a similar stand for video projector. Is it possible to fix tray in horizontal position? What max hight above table surface it could be lifted?

The max high is 16.5 inch and this tray can fix video projector in horizontal position. Please note the max weight will be 22 lbs.

Is there a way to mount a monitor that doesnt have mounting screws in the back?

This product only supports monitors with the four mounting holes. These are usually spaced 3.94 inches (100 mm) apart if the monitor was designed to meet specifications set by the Video Electronics Standards Association. Please choose another product for your pedestal base monitor, or consider purchasing a new monitor with the VESA standard mounting holes.

By ring I assume you mean a additional swing arm extension then yes. Wali sells arms with more segments. The one it comes with is 2 and I bought 3 segment to swing the laptop away further.
