These are hard pvc? ie: Won't bend?

Yes, they will bend because they're very thin...but very durable too. I wouldn't worry about themin weather, rain won't hurt them; if fact, if they're outside, they could be hosed off if they got dusty or weather streaked, etc. Wind could hurt them, I suppose, if it was really really windy and they were just flapping around; however, if it was a super windy day and they were outside, I'd want to anchor the lower corners with rope or cord or something. The lazer cuts make air able to pass through them, so there's that, as well. 'Hope this helps.

Could the panels be easily cut?

Somewhat easy, but a little muscle required.

Will these hang on a rod like a shower curtain and fold back to easily open and close to walk through?

No they do not hang on a curtain rod you have to snap them together with keychain beads that are included. I hooked mine and then used coffee Hooks to hang it to make a room divider
