How do you match the Scrambler cube pattern if it has fewer cubes than the game board... I don't get it?

Players race to recreate the 9 squares from the scrambler into the 9 center squares of the 5x5 grid. The outside rows are used to help move the squares in and out of the center 9. Once a player complete the pattern, they slam the frame down on their side, covering the outside rows, with only the 9 center tiles showing.

Is this the actual Rubik's Race game or a knock off?

This is a knock off called "Magic Block Game". From the other answers it looks like it might have been the real thing in 2018, but as of 2019 it's the knock off you get.... disappointing!

what age child would be able to do this?

I think 8 and up. The pieces come out very easily so my younger grandson "thinks" he has completed the task. I think by age 8 they are better able to actually reason out the necessary moves.
