For video, can I turn off autofocus and manually lock the focus, exposure, and white balance?

Yes! Just go to video and press the upper left hand button on the screen (just like changing modes in picture mode). Then, you're in manual video mode! Change the shutter speed, aperture, and ISO even when shooting. You can change the focusing just like in picture mode. It's in the menu (towards the left tab) and for focusing, select MF instead of AF. Have fun!

does it shoot RAW format?

Yes, it shoots in raw. It is functionally equivalent to Canon T4i, the major difference being there is no mirror box.

How good is the 18-55 kit lens?

It is actually great! This kit 18-55 lens incredible and will not let you down. Much much better than the kit 18-55 lenses offered with the eos rebel -eos xx0 D- kits. Buy it a uv and a polarizer filter as well and this camera lens combination will never let you down. It is quite versatile and it fits in a sweater pocket! Quality is awesome and I still think of much more expensive lenses when looking at photos taken with this lens.

Does this have settings for HDR that can be shot in RAW?

Good question! Just try it and found EOS M can not shot in RAW for HDR and hand Handheld Night Scene. It will automatically switch to JPG for those 2 modes. The other modes can do RAW format.
