Will this clean vinyl I think). Porch window?

it cleaned and left looking polished an acrylic case very easily- not sure about vinyl.

will it clean a jacket that has ink on the plastic white part of the jacket?

No. I would use our Deep Green for ink.

I've had a bottle for a couple of years and the sprayer crapped out. Are the new ones any better?

I've got 2 bottles that are over 5 years old and they are fine. Those sprayers crap out all the time, especially with glass cleaners. Buy a spray bottle at the dollar store and pour it into that.

Is this the same product that is in the Brillianize tear-open pouches?

Yes, the fluid used in the tear open pouches is the same fluid used in our bottles.
