The ingredients in Fire Plugs have an indefinite shelf life. Fire Plugs will last for decades if stored in a manner similar to how someone would store long term food storage. In stored in a hot environment, the Fire Plugs may release some of their wax from the outer layers of the cotton plugs, but will still work as intended since they are infused with the waxed solution to the core.

Are these safe to keep in a car trunk that can get extremely hot at times?

Procamptek Fire plugs are safe to be stored in the vehicle. They do not contain any chemicals that will gas out into the vehicle. However, it's best to keep them in a container, or the bag they came in. This is only so any wax that melts out of the plugs won't stain or absorb into other gear. The plugs will be fine to use though.
