The 200m deep ground spigot is cemented into the ground leaving the top flush with the ground surface, the spigot has a hinged lid that completely covers the top (when the post is not in use), this makes it safe for pedestrians and vehicles to cross. When the Post is not in use in needs to be stored away (car boot or nearby building etc).
