can this be used to fix a rottened window sill?

The Platinum Patch product is very good if you are filling an area that is not too large of a gap. The product dries very hard overnight and when I had areas more than 1/4" I would apply the product in multiple coats allowing at least 12 hours between coats. For the scope of what you're talking about I think epoxy would work better for the majority of the work and Platinum patch to do finishing work. Platinum Patch dries to a very hard surface and sands very well to complete the work.

Once this stuff starts drying, is it enough to just add water?

I assume you mean "drying in the plastic canister". In that case, I don't know. You need to keep it closed so it doesn't dry out. If you mean "drying on the surface you applied it to", you can probably re-shape it for about 30 minutes. After it is dry, it is water-resistant. It works very well, and holds up well, outdoors.

Is the price for 1 container or 2?

It comes in 32 oz and 16 oz. I ordered 2 and got 4 times 16 oz

Will platinum patch fill small holes and Gauges in concrete siding?

Unsure, it might. We used it for wood with excellent results. We are very happy with the results we were looking for. It dries very solid to the point it’s hard to sand down, if that helps.
