What is the grating length, height and blaze angle?

The cut out window measures 1 x 1 - 3/8 inch (25x35 mm). Best viewing angle seems to be around 30 deg, if that corresponds to blaze.

With a good mirror at the back, can it function as reflective grating?

No it will not. It would work as if the light went through the grating twice.

Does this work like a spectrometer? I need to be able to detect if specific wavelengths are present in a room's lighting.

If you project the dispersed light onto a screen, you might be able to roughly see what wavelengths exist and their relative intensities. For finer measurement, you might need an array of photodetectors or a camera. Or you can look at the incident light directly from different angles and have a way to measure those anles, kind of like those antique spectroscopes, though you should be careful not to stare at overly intense light or UV sources.

is the diffraction grating on flexible film or rigid plastic, or glass? Is it etched or produced photographically?

It's cardboard on the outside and plastic where it counts in the middle. I assume it can't be etched on plastic, but I'm not certain. In any case the price reflects that there is no glass in this product. I would also suggest plastic is safer than glass for kids, although given the small size the chance of someone getting hurt on a glass version of this product would seem unlikely.
