How long before these break down when filled with highly moist food content?

Yes, these are the bags provided by the City of Seattle. They are supposed to replace it every time but don't always. The driver left me a whole box of them for the 96gal container we use in the 90 unit condo I manage. They were flimsy to begin with but know that they are several months old I can't even open them without it tearing down a seem. I understand they need to break down but they are pretty much worthless in keeping the can clean
