do these come with a certificate of Inspection?

They come with a photocopied card stating standard expected size deviations, not what I believe to be actual  inspection values. 
The price point of these pins, one cannot expect an individual inspection report on each pin.
The pins have measured accurate as I can measure them and have been at stated sizes. 
For my home machine shop use they exceed expectations. I am working within .0005 tolerances and they are doing what I need them to do. 
Nicely packaged and really corrosion proofed for transit. Each pin wrapped in oil paper to protect. Fit and finish is quite awesome for the price. 
Very happy with my set. Looking to get next size group of pins (.251-.500) from Accusize. I hope this helps.

If i want to buy only 1 set , should i buy plus or minus pin gage set ? which set experience machinists prefer ? why ? thank you so much

According to CCROSS: "A pin gauge set will typically consist of either plus or minus pin gauges, and based on procedure or tolerances may require both versions to determine a go no go outcome. A minus pin gauge set includes pins with a specified tolerance below the target size, allowing the pin to fit within the target dimension. Likewise, a plus pin gauge set includes pins with a specified tolerance above the target dimension, creating a no-go situation for a bore at the target dimension." So, choose the minus or the plus based on your work.

What is the size of the box these pins are in?

Box size  4" x 5", each pin has a cap to hold onto each pin.

As of writing, we are still in the process of upgrading the cases. So some of them might come with old cases.
