Can this be used under water?

Hey there, Thank you for reaching out. It technically can be used below the waterline but it's not recommended if the boat will see > 24 hours of submersion at a time

The label says it is "uv stable", what does that mean? does it provide uv protection?

Yes. Based on the description from Jamestown this is thinned varnish. Varnish has good UV protection but nothing last forever in the sun which is why varnish requires another couple coats every year. This is meant for the first couple of coats in about an 8 coat varnish job. Least that is how I use it. Your option is to thin your own or I have enough varnishing from bare wood that I bought this for convenience for the first couple coats then following with in my case Lust varnish also from Jamestown. I really like the Lust since I can overcoat again in about an hour versus a day for the other varnishes I had been using. Good luck!

Can total boat epoxy be used over the top of this?

I would not put epoxy over any sealer. ......

Is it a oil base water sealant or a stain coloring? What are the ingredients?

It is oil based and delivers a relatively clear coat that fills the wood grain quickly in preparation for varnish. However, you can add a solid stain directly to the sealer to get the “color” you desire.
