where are thce DC+/- power input sockets??

The PLC is powered by a +12v on the left screw of the output side terminal block assembly. The 0v (neutral) lead goes to the terminal screw adjacent to the right of it.

Is gxdevelopeer the only software package that will work with the plc? it is up to $3000 to buy

As far as I know, that is what is required.
