Is one dip bar stable enough to perform a full front level ?

They are stable if you are pushing straight down, but if you push sideways at all, they tip over easily. Not sure if that helps.

Is a single bar sturdy enough to do a front lever?

No you do that on a pull up bar

Im 5’7, can i hang a plate off weight belt and do dips without the plate touchjng floor?

Definitely won’t touch the floor. The dip bars extend higher than I expected for weighted dips which I do myself.
