Does this manifold gauge have a bleed valve so that you can bleed the air that gets mixed in with the refrigerant when you tap a can of refrigerant.

Sort of, yes. It has a schrader valve you have to press with a screwdriver or other pointed device. You can also loosen the refrigerant hose at the manifold to purge the line and fill the manifold with refrigerant. This is a nice little system, worked very well for my needs. Be sure to keep the high side manifold knob closed when recharging you system.

Can this be used to recover refrigerants & place it in a storage tank too?

You need a reclaiming machine to do that, but you would be using the gauges as well to monitor the refrigerant level, as it's being removed from the system.
