no there is no built in nail file with nail clippers.

Are these genuine Japanese production?

I would say yes. I have had mine for a couple of years now and they are still insanely sharp and cut through very difficult hard toenails like butter. The build quality is superb. I wash them in soapy water after every use on toenails and they are still perfect. I expect to have these for a lifetime.
