Will this thermostat let you set a range in temperature, temp set at 70 but the thermostat will not turn on till it drops down to 68 then heat back up

I have this thermostat and set it for +/- 1 degree. If I have it on heat at 70 degrees, it's supposed to heat to 70, turn off and then not turn back on until it goes to 69 then it heats to 70. I installed this thermostat a few months ago and noticed that it comes on much, much more often than my old thermostat. For the last week, each time it comes on I immediately look at the display and see that it's set at 69, the room temperature is 69 and it's turning on. Why??? I'm getting rid of this thing, my heating bill has increased since putting it in.

Can I just override the thermostat and just adjust temperature?

Yes, it will adjust to what you set it manually and then will follow according to the next program schedule as it comes

Does is have vacation mode?

yes, I just checked my app Aug/2022 and it DOES have a vacation mode now, it's like a permanent hold funcion where you can set the Vacation Mode Temperature for Heat and Cool.

Does the switch from cool to heat work automatically as the temperature rises or falls?

Yes, if the system mode is set to "Auto" the Honeywell Home RTH6360D1002 Programmable Thermostat will automatically switch from heating to cooling, or vice versa, depending on the temperature in your home.
