Yes it can be used to rappel, but its primary function is a belay device. There are better choices.

Does the “mod13a” mean that it will fit 13mm ropes?

The rope size hasn't changed it still is 8.5-11 but it has a anti panic if the lever is pulled too far it will reingage the breaking assist

Dumb question but how do you take the safety plastic thing off? Pliers?

The plastic retainer is two pieces and the male part is a barbed piece inserted into the other. Pull hard on the male piece and it will pop out.
