Is the ttl 3.3v or 5v

The device provides both 3V3 and 5V supples, works fine with 5V TTL level signals

Can i use the 5v and 3.3v vcc simultaneously or can only one be used at a time?

Most TTL circuits will work OK with 3.3V drive signals. So set to 3.3V. You might get bit errors at higher Baud rates. It is not wise to drive 3.3V hardware with TTL unless you have checked the permissible signal levels stated the 3.3V hardware's datasheet.

I don't know the Arduino pro mini but I guess if it has a serial 3.3V TTL port then surely this product is suitable to you. Of course on the PC side you will need the necessary SW to communicate with your Arduino as this is just a TTL to USB adapter. It is an excellent product. I have bought 2 and they work perfectly. Furthermore the quality of assembly is top notch. Go for it!!
