It’s both. You get the fig with the pig mask (the mask is not removable), you get the puppet, and you get the mini trike (you need to sit him on the trike). It’s pretty cool.

Q: Is the pig mask removable

It is hard to tell when looking at the figure through the packaging. There is no mention of the mask being removable on the package. I would presume the answer is no.

Q: Are these a small toys or these r dolls?

they're collectors they are toys but mainly for collection I bought them for my son and he plays with them as toys

Yes it does come with both. You can also remove the pig mask as well.
