Just guessing here (since I'm just another consumer who purchases this regularly) -- they've had issues in the past with supply, so they may be trying to limit the number of packages you're allowed to order to 4 in order to prevent stockpiling/etc. But again, I'm just guessing.

when is the date in produced and how lang is the quality guarantee period?

The boxes I received were pretty fresh. I compared the "best by" dates on them to ones I'd recently purchased at a local supermarket and they were within a week of each other.
