Any external hard drive can be used with this cable? or it has to be 3.1 compatible hd?

Generally. USB cables are backwards compatible. I'm using this cable between a WD Element external drive that is 3.0. As long as the connectors match, you should be good.

I'm using with a 14" macbook pro. the usb c plug is very tight to take in and out. is it supposed to be this way or did i get a defective unit?

Yes, it is a tight fit, but it works.

the usbc does not seem to fit into a macbook air. the port works with other cables. but it only goes partly in and the hard drive is not recognized—?

It has a tight fit, push it in further. Mine works fine with the MB Air.
