What do you secure sheets of acetate roll with is it some sort of sellotape to keep it around a cake.?

Depending on what you want to use it for. To keep it secure I use standard sellotape but if I need to be able to remove it without disturbing the cake, I use masking tape

can this be used for tempering chocolate decorations?

it is the thickened type but I believe that it will do the job. to be honest I haven't tried
