Hello - it does not swivel on its axis but it does rotate freely, meaning it should not bind when using with the hose.

Is the female 15mm? I got mine and it seems 14mm.

They offer both 14mm and 15mm. If you ordered 15mm, but what you received is too small, then you should probably ask for a return.
