Is this suppose to be drying at first? I don't have sensitive skin but I got a huge rash on my neck where I put this product?

No. It’s smooth almost waxy, and feels amazing. It has not ever dried my skin out and I use the Neck and Face product. Sounds like you are allergic to something. Check the ingredients.
