Does it have to be submerged? I want to run the intake tube into a tank, keep the pump outside, and then the exit tube to a drain.

It depends on how long you plan to run it. I do not submerge mine since I am moving beverage from one container to another. It runs less than 15 minutes at a time.

how long can it be out side before it burns up

I used it in my swamp cooler while camping in the desert for 7 days and it still went strong. I was placing melted ice from the bottom of the cooler into the swamp cooler so it helped keep it cool. It still works.

Can this work in a pressurized closed loop? I want to circulate water from a storage tank-solar water panels-back to tank, all at city water pressure

Not at city water pressure for sure. Closed loop maybe, but not under any pressure. It's just and inexpensive little plump.
