when I sharpen scissors, sparks fly. That is how it should be?

Hello, sparks flying is a normal situation, but we cannot judge how many sparks fly basing your word, please tell us more details via Amazon messages.

My paring knives have a 3.25 inch blade. Can this sharpener sharpen these shorter blades?

It will sharpen anything but because of the way the sharpener is made you may not be able to sharpen the "whole" blade and you might not be happy with that. You might be better off with a manual sharpener or a honing stone for such a short one. For the price what do you have to lose and if you don't like it just return it.

Mine did not come with a cord, what should I do?

You need the cord. Email support@narcissus .tech and tell them your problem. They should take care of you
