Can the text be justified center or does it have to be on the left?

I made mine centered. Just make sure you give specific instructions in an e-mail.

Do these have to say the exact same thing on both tags?

Yes. When I ordered and received them, both tags per order said the same thing. Now you might ask during check out (or call them directly) if you need one tag to say one thing and the other to say something different. The customer service over there is very helpful and they might be able to do what you need. Good luck!
