Yes , but I suggest finding an additional belt strap . I used one and it worked well but depending on waist it varies if ones thick or not.

Will this fit a 40 inch waist?

If they made an extra large size then yes , but if not no . I had to lose weight to wear it. I was a 36 I had to lose weight did a hardcore side bends and sit ups and diet to fit it . It’s an awesome costume but it was meant for a slim individual .

Will it be to short if you’re 6’5 ?

The size of this product Kimono(Top): 2.6 feet Hakama(Bottom): 3.3 feet So if your height is 6.5 feet, I think you will feel it is short.
