Do you mean 2 xlr outputs? If so, yes, it does along with several 1/4" outputs as well. Not to sound like a jerk, but there are pictures on Amazon that clearly show the outputs and inputs of the board (along with the specifications in type on the page). :)

Does this mixer have a means to kill effects maybe via a footswitch for talk between songs in a live situation?

The Stereo Aux 3 (FX) return volume knob can be turned down to 0 to stop all FX from going to the Main Output during dialogue between songs. Alternatively if you are not using Sub 1-2, you can push the button next to the Stereo Aux 3 (FX) return volume knob to temporarily send the FX to Sub 1-2 instead of the Main Output while you talk between songs.
