After you perm with step 1 and completely rinse out, Step 2 is used over whole head and should be used while rodding hair on rollers. Don't let hair dry out while you're putting curlers in. Use step 2 to keep wet. Once whole head has rods, do a final pour over to make sure hair latches firmly to rollers, and you're heading for the dryer before advancing to step 3.
