Hi There! My Spokeshave (Stanley 151-red) is originated in England. There is a rich and very complete history of the spokeshave (it's origins associated with woodworking) written, I believe, by Jeff Peachey. He is a guri on various cutting and paring tools used in leather working. Look for his name in the "blue pages" of the internet and I am sure will better inform you of this device and it's earlier counterparts.
