Kinda, it dries the oil. I wear it over night on problem spots and in the morning they go down in size. But you HAVE to put moisturizer on, or your skin will be too dry and crust up.

No, there is no expiration date. I've had my jar for a year now and it's still the same consistency as when it was new.
