The seller's reason on why they cannot ship to an APO address isn't correct because all APO addresses are continental U.S. addresses - either on the East Coast or the West Coast. Once enough items are received to fill a pallet, then that pallet is shipped via ocean carrier to its overseas location. I'd conntact the seller and let them know that. Shipping to an APO AE (Area Europe) address actually goes to NY, while and APO AP (Area Pacific) goes to CA. So if they can ship to either NY or CA, then that's the same thing.

Will this work on the inside of an Aluminum truck tool box

I would imagine it would scratch easily since it’s a rubberized type of material. Your best bet would probably to use Rhino Liner spray.
