Does this toaster have an on/off button or do you have to wait for the timer to run out?

You have to wait for the time to run out. No on and off button here.

How many volts is this item?

Not sure I understand the question but the toaster is designed for 120 volt/60 cycle AC power.

How uniform is the toasting on both sides and across the toast on this? Even browning on both sides?

While not uniform it is close. Probably complete the uniform is impossible location of the coils. The very back is a little hotter and the very front is less hot but it’s not worth complaining about as it isn’t muchDifferent.
