Can this liquid be used with cnd powders i have left?

I haven't used this liquid with any other powder than the same brand. But I have used cnd powder polymer with OPI liquid monomer and it is fine. I would certainly try it if I had left over powder...

Does the acrylic dry in cold weather without a warm lamp?

Yes, it will dry/harder/polymerize when used with polymer. It is best to keep it on the warmer side as that speeds up the process. If it’s to cold, it’ll just take a few minutes longer for end results.
