This lamp uses 9 watts and puts out 800 Lumens

What is the maximum height the lamp will extend to?

If you extend it from the top of the base it would be 2.5 ft high and almost 4 ft out.

Can you buy the rolling base separately?

To the best of my knowledge, no you cannot buy the base separately.

Why is the bigger one cheaper?

I don’t know but if you are looking for a portable light this one is really good. It is adjustable to any position, very bright and heavy so I don’t worry about it tipping over.
