No it can't, it's not a digital radio.

what is the reception like in open air ie garden. My old one I strap to my arm looses signal when I move around.

Hi Hazel - I think it's OK, I get good reception on it, but if you have it strapped to your arm it will introduce signal deflection. You are best twisting it to a position whereupon it remains good strength and let it be static. By strapping to your arm you are inviting problems. Hope this helps.

Can you skip through frequencies?

Not really But not sure what ‘skip’ means. You simply turn one of the controls to advance or go back
