Is the 9 x 9 inch measurement to the outside edge of the pan or the inside dimensions?

Inside is 9" x 8 7/8". Outside 11 5/8" x 9 3/4".

Is it Dishwasher and microwave safe?

It's a metal pan. You cannot put any type of metal in the microwave. Ever. You can put it in the dishwasher but hand wash is better.

Are the pans in the two-piece set identical to the single 9 inch pan? One reviewer said the set is inferior.

These pans that you are asking about are made by “Meyer” . Meyer bought “Farberwear” in 1997 and when they bought them, they stopped manufacturing in the USA. If you can find any of the Fiberwear made by “Vega” Now from my understanding they still manufacture in the USA… Some have left answers on the reviews of the products. You might want to read some of those??? But I did purchase two sets and I am very happy with them. No rusting, No sticking and they bake evenly…
