Does this come with a power cord?

This does not include a power cord. I believe it is shipped with a 9-volt battery. If you choose to use the power input you must supply your own source. If you search "1 Spot" you will see options such as a wall-wart type supply (with or without daisy chain), or isolated power supplies.

Can I play dotted 8 with this unit?

UPDATE to previous answer. > On other delay pedals that feature sub-divisions, many let you tap in quarter notes and they automatically set the dotted-eighth or any other sub-division based on the quarter note tap you input. The BOSS DD3-T requires you to actually tap in the eighth notes.
