can you fill this with wd40 or teflon chain lube?

Yes, I believe that you can put any liquid lubricant into this oiler. Chain lube may be a little thick to dispense easily though.

Has anyone used TUF-GLIDE in it will it leak with that lubrication?

Don't know anything about TUF-GLIDE but if it's anything like CLP, it is almost like a silicone lubricant without the silicone. It usually wants to leak in most vessels so I was surprised that it didn't with this oiler. Might be worth trying for 10 bucks!

Can you refill this by sucking through the needle?

No, the pen must be filled through the top by screwing the cap off. The plunger allows the oil to come out by unplugging the applicator needle. The oil comes out through gravity not pressure or vacuum.

Can I fill this with vegatable oil to oil kitchen tools?

Vegetable oil is too viscous (thick) and will not flow from the precision oiler.
