Yes, it has the same functionality. Make sure to compare the continuous amperage rating on this relay vs. what you're controlling. Motor inrush may be an issue, but is avoided with PWM control.

Will this turn 12 volt dc on and off

yes it will, the trigger voltage is 12 volts as well

How much current is required to activate this relay?

Not sure how much current. On a hay baler the computer activates it. I don't believe much current come from the computer.

Is this a positive or negative triggered relay I want to use it for pulse-width modulation of a fuel pump

Negative. Be sure and look at the wiring diagram as its not a direct drop in for a standard relay. It will plug in but won't work right wihtout changing some wires. ....which I learned by installing it without looking at the diagram and wondering why it wasn't work right. Wired per the diagram it does exactly what it's supposed to do. I am also using it for PWM to a fuel pump.
