What is the pressure and viscosity limits for this? Will this work with a custard or pudding at 35 psi? Also, I need a 3/8" but the size isn't specified in the details.

This is a 1/8 inch (ID) feed and return valve, most commonly used for a dental spray for pure water irrigation, this will not work for a thicker viscosity liquid unless it is pushed with extreme pressures that it is not able to contain, and which most systems are incapable of producing. Custard or pudding are not gonna work, sorry.

Does "momentary" that mean value is open only while button is held pushed (desired) or does it mean the button slowly retracts after being released?

It means that the valve is only open while you are physically pushing on the toggle.
