Is the power connector used because it is a requirement for the USB ports to work or is it used to potentially provide power to items inside the pc?

It is used to supply 5 volts to the usb 3 ports. The ports might work without it . If the device has it own power. Any device using usb bus power will not work unless it's plugged in.
