In what country are the tipton carbon fiber rods manufactured?

They are made in China unfortunately. Had same problem with Belts 5.11 is geared towards American Law enforcement but made in China so went with special-Ops made in USA. Difficult to buy anything without it being from China, Japan, or another country....

will this rod work with my bushmaster AR 15 .223/5.56?

Yes, your AR 15 is considered .22 caliber and Tipton does have a 26" rod which would be more than enough in length for any AR 15. If you have a shorter barrel than 20", you might want to consider a shorter rod.

does the specified length include the handle in the overall measurement or is it just the rod length? If overall, what is the length of the handle?

The carbon fiber shaft on my "26 inch cleaning rod" is 26 inches long. The handle is 6.5 inches long. The combined total length of the entire rod is 32.5 inches. The specified length does NOT include the handle. It only refers to the length of the carbon fiber shaft. When you're deciding what size rod you need, don't forget to also account for the length of the receiver and, if applicable, the muzzle device or you'll end up with a rod that is too short.
