It does not have locks or breaks. This has not been a problem for us and have found it really good.

It is ok on the carpet floor?

It work better on hard floor but is ok on carpets, my little one struggled on carpet to start with but as he got stronger on his feet he managed fine

If your music doesn't stop it appears that its faulty lile mine. As the keys are slammed by the baby the switches that trigger the tone seem to stick. The only way I could deal with it was to take the battery out as there is no on/off switch. A basic design flaw I should say!

What is a stop and go base?

It can be stationary without the wheels for them to play in until they have strength in their legs, then wheels go on.
